Is America Behind The Ball When It Comes To AI Regulation?

When it comes to regulating AI, America seems to be, at best, taking a wait-and-see or perhaps a laissez-faire approach. Meanwhile, other countries (particularly in Europe and China) are actively regulating what AI can do, how it can be used, and how it is to operate. Who is right?

The problem with regulating AI at this point is a lack of consensus about what basic principles we are attempting to embed - in short, what is 'good' about AI, and what is 'bad.' In the immortal words of Dr. Peter Venkman, 'I'm fuzzy on the whole good/bad thing. What do you mean, 'bad'?' We all know about potential bad outcomes with AI - bias, prejudice, inaccuracy, Nazi chatbots, robot overlords, you know, 'bad' things. But what do we want AI to do, how do we want it to do it, and more importantly, what do we NOT want it to do?
